THE ACLU FILED A LAWSUIT TO BLOCK THE CITY OF HOUSTON FROM ARRESTING AND FINING THE HOMELESS PEOPLE IN THAT CAMP FOR VIOLATING THE CITY’S NEW ENCAMPMENT ORDINANCE AND A DISTRICT JUDGE ISSUED A RESTRAINING ORDER THAT KEEPS THE POLICE FROM ENFORCING THAT NEW LAW.
